Hi Mr. Zimmerman,

Thank you for your comments on the PFW process. Staff has notified the Board of potential financing costs many times and staff is experienced and understands public financing options and challenges and the management of debt.

The matrix was only intended to be a very high-level analysis of the various options and as such, only construction costs were included at that time. The construction costs allowed for a comparison of the benefit of each option at a simplistic level, given that financing, grant funding or partnering would likely be required for any of the more expensive options.
